The objective of the assignment is to increase the proportion of women in management and senior expert positions in government agencies, and thereby contribute to a decreasing pay gap between women and men. Krus implemented a systematic process of change within twenty government agencies. In total, 340 individuals from twenty government agencies were involved in the programme of Leadership and Equality in the Swedish Central Administration (“Staten leder Jämt”), during the period of 2009-2010. Together, these agencies employ approximately 70,000 individuals.

Women’s Career Advancement within the Swedish Central Administration - final report
In this final report Krus concludes that, in the short term, the approach and implementation of the Government assignment had a direct positive impact on the twenty agencies participating in the programme of Leadership and Equality in the Swedish Central Administration (“Staten leder Jämt”). The use of a management driven change process and a highly structured work process inspired the agencies, to produce fact based support material to facilitate decision making, which, in turn, easily could be implemented in everyday operations. One conclusion, therefore, is that a carefully considered process, in both form and content, is important for the development of sustainable gender equality.

Women to Top Positions
This publication gives an insight into the program of Women to Top Position coordinated by the Swedish Council for Strategic Human Resources Development. Women to Top Positions is a three-year long program, financed by the Swedish government, which aims to support agencies in revealing, analysing and correcting negative patterns concerning equal career paths within the Swedish central administration. The aim with the programme is to increase the number of women in managerial and expert positions, as well as to provide participants with the knowledge and the tools they need to better use the skills of their employees.
